How can I allocate a cost to only 3 lines on a 10 line Landed Cost Shipment form

To Add to this customer, customer also saying he has duty costs which only apply to certain products on the shipment. SO how do we allocate Duty costs that only apply to 3 lines on a 10 line shipment.
